You can give it to a Pixpet from the hoard page (after hatching and when not on hoard). It rerolls the color of a Pixpet excluding the current color, which means a different color is guaranteed! The grade of a color reroll evobar is important for the pixpet stage. The higher the stage, the higher the grade of the evobar has to be:

Reroll for stage 1 Pixpet (Hatched): Min Grade Required: 20
Reroll for stage 2 Pixpet (Once Evolved): Min Grade Required: 50
Reroll for stage 3 Pixpet (Twice Evolved): Min Grade Required: 80

Example 1:
Gray Pangox with 50% Lime 50% Gray Color chances:
Minimum Color Reroll Evobar Grade Required: 20 (Because Stage 1)
Result will be: 100% Lime

Example 2:
Gray Armospike with 80% Gray 10% Indigo 10% Red Color chances:
Minimum Color Reroll Evobar Grade Required: 50 (Because Stage 2)
Result will be: 50% Indigo or 50% Red

To try it out, Tricolor Flower Petals can be found today and tomorrow on hoards (Rarity: 25%)! Afterwards they need to be grown via Tricolor Flower Seeds.
