Agreeing with Shyads on the holiday thing -- Komodo said it's obtainable, which to me means it's currently obtainable, otherwise why would he say it? xP

Though I won't rule out the possibility of it being available only on certain days of the week. Komodo could be sneaky like that...

Also @Shyads I think your theory was a good one, even though it didn't work out. None of us considered using Vivid Shluppbun's evolution item. What we've tried so far is playing as various pets that we thought might enable Glitched Crocus encounters, such as regular Crocus, Vivid Nurbun, and Bloomfer. No luck so far though.

At this point I think I might be overthinking it too, so my current theory is that "configured differently" just means it's extremely rare, so I'm spamming encounters in the various Barrow Woods areas.
