As for the second question, if you make a base form, you don't also get to add the evolution for it as well. So options are to make a base Pixpet that is meant to standalone, make a evolution or devolution to a current Pixpet. This also applies to legendary Pixpets, and it is possible Komodo will choose to add a evolution to the Pixpets down the line.
