I'm not sure if your last edit means you found the answer, but just in case, here's what the second half of Forum Rule 2.6 says: "Necroposting is allowed in most cases, except in obvious scenarios such as finished events, solved bug reports (unless you experience the bug again), completed item funding threads, closed giveaways, closed art shops, and completed RPs."

We allow necroposting because we understand that the Pixpet forums aren't very active, so the only way that new players can participate is by letting them post in "dead" discussions.

To answer the question of whether you can make a new topic with the same theme, while technically our rules say "no duplicate topics," I'm personally lenient about it and would most likely just archive the old topic and let your new one stay.
