It didn't quite feel intentional to me so I'm not sure. I remember when the game just came out it originally always spawned 3, so it's only been the last few days where I've been getting groups of 2 at a time. It actually.. seems to make the game a little easier to spawn 2? So again I'm not sure if it's intentional or not. But we'll have to wait for someone who knows to tell us.
