If you do have access to Homely Hamlet, all you gotta do is go there and explore until you find an Altudrax named Ciel who's counting boats. Read his dialogue carefully because he'll ask you to do some simple math. Don't worry though, you won't fail his quest if you get it wrong, but it saves you some clicks if you get it right on the first try. Once you answer correctly, he'll give you the Indigo Scale.
